The Parliament of Bashkiria proposed to the State Duma to legalize the participation of convicts in hostilities

The Parliament of Bashkiria submitted a draft law on the involvement of convicts in the military operation in Ukraine and in other military operations to the State Duma. The authors of the bill propose to give a deferment for participation in hostilities, as well as take this into account when mitigating punishment. This was reported by RIA Novosti with reference to the press service of the state assembly-kurultai of Bashkiria.

According to the parliament of Bashkiria, by a court decision, convicts can be granted a reprieve in connection with participation in hostilities. The authors of the bill propose to count one day of participation in hostilities as ten days of imprisonment when deciding on the mitigation of punishment or release from it. If the convict receives harm to health, the court will decide on the further serving of the sentence and its mitigation.

According to the document, it is proposed to grant a deferment from serving sentences to convicts who are serving sentences in a disciplinary military unit, are in forced labor or have received imprisonment. Convicts must give their voluntary consent to participate in hostilities.

The deferral is not provided for those convicted of crimes against the sexual integrity of minors under 14 years of age and a number of other serious criminal offenses.

“By participating in military operations in defense of the interests of the Russian Federation, the convict will be able to atone for his guilt before society and thus achieve the goals of criminal punishment,” the press service quotes the words of the chairman of the regional parliament, Konstantin Tolkachev.

Earlier, the media reported that the Wagner PMC was recruiting prisoners from Russian colonies to participate in the military operation in Ukraine. It was noted that the recruitment of prisoners was engaged personally businessman Yevgeny Prigozhin. In September he acknowledged, who created Wagner PMC in 2014, although he had previously repeatedly denied connection with the organization. As the media wrote, in return for the convicts, they promised a pardon after six months of service in the war zone. Pardons for convicts can only be granted by Russian President Vladimir Putin.
