In January-March 2023, the number of enforcement proceedings for the recovery of debts of individuals in favor of banks amounted to 14.4 million. The indicator increased by 25% compared to the end of the first quarter of 2022, or by 2.9 million in absolute terms. The newspaper reported “News” with reference to the data of the Federal Bailiff Service (FSSP).
According to the FSSP, the total amount of enforcement proceedings is about 2 trillion rubles. As explained in the department, this figure is comparable to the average indicators of previous periods. Most defaulters are registered in Bashkortostan, Krasnodar and Krasnoyarsk territories, Moscow and Sverdlovsk regions.
In 32% of cases under consideration by the FSSP, the debt was fully or partially collected by bailiffs, in 34.4% it was turned into wages or other income of debtors, the department said.
As explained in the FSSP, the execution of judicial acts on debt collection is complicated by the low solvency of citizens with obligations for taxes and payment of housing and communal services, debt load and lack of collateral for loans.
At the end of May, the Bank of Russia for the second time in a year tightened the requirements for lending to highly indebted citizens. The decision was made against the backdrop of an increase in the volume of unsecured loans and the general debt load of the population.
