The number of dissertations in Russia decreased by 22% over the year – Kommersant

In 2023, the number of scientific dissertation abstracts decreased by almost a quarter. This is reported by RBC with reference to the report of the Russian Book Chamber (RCC). It keeps records of all literature published in the country based on copies received by the Russian State Library (RSL).
In 2022, the RSL received 10.2 thousand abstracts (short conclusions on the dissertation, published before the defense), in 2023 – less than 8 thousand. “We are receiving less and less abstracts for registration, and the number of defended dissertations is also decreasing,”— RCP director Elena Nogina said at a conference on February 14.
In March 2022, the Ministry of Education and Science introduced moratorium on indicators for scientists’ publications in foreign journals. Deputy Prime Minister Dmitry Chernyshenko instructed The ministry should promptly introduce its own system for assessing the effectiveness of scientific research. In the same month, the Russian Foundation for Basic Research allowed on international projects, publish articles without co-authorship with foreign scientists. In 2023, the government has simplified the defense of candidate dissertations in priority areas of scientific and technological development.
