Human rights activists are against: conditions will worsen
The Moscow Federal Penitentiary Service responded to human rights activists regarding their complaints about the transfer of prisoners to other regions before the verdict came into force. This practice has become widespread in Moscow due to overcrowding in pre-trial detention centers.
As MK previously reported, the FSIN began to solve this problem by transporting convicts to pre-trial detention centers in other regions before appealing. After this, prisoners and lawyers bombarded human rights defenders with complaints about violations of their rights. It is known that the sick, women, and pensioners were sent to the “stage.” Moreover, in the regions, Moscow prisoners were also placed in pre-trial detention centers, where conditions of detention left much to be desired.
HRC member Eva Merkacheva filed a complaint about this practice with the Prosecutor General’s Office. The appeal was forwarded to the Federal Penitentiary Service in Moscow. According to the response of the capital’s jailers, they have no other way to solve the problem. Today there are 9,754 people in Moscow pre-trial detention centers, which is 5.6% more than the limit. This, by the way, is less than last year (10,050 people, exceeding the limit of 11.6%). By the way, in the capital’s pre-trial detention center there are 536 “non-core” accused and convicted persons, who are registered with the investigative authorities of Khimki, the Moscow Regional Court and military courts. As a solution to the problem with the over-limit, the Moscow Federal Penitentiary Service proposed to temporarily place people in the Moscow temporary detention center. Now there are such cases, but they are rare. However, human rights activists believe that this option will significantly worsen the rights of prisoners, since the conditions in temporary detention centers are worse, and they are not intended for long-term detention of prisoners.
