A round table dedicated to the issues of legal support for the safety of quests was held on Wednesday, April 10, in the Moscow City Duma. Its participants, in particular, proposed, if possible, to make mandatory for application the law adopted in December last year and which came into force on March 1 GOSTregulating the operation of quest rooms for children.

Due to established practice, following state standards is voluntary, so the release of GOST about quests has not yet led to a serious change in the industry. Giving the standard mandatory status would make quest rooms safer. The roundtable participants pointed out several possible ways to implement this idea. In particular, the head of Rosstandart, Anton Shalaev, noted that today legal acts allow reference to standardization documents. And if such a reference appears in any executive authority resolution or law, the application of the standard becomes mandatory.

Chairman of the Moscow City Duma Alexey Shaposhnikov noted that certain steps in this direction can be taken at the regional level. It is necessary to oblige shopping centers that provide their premises to quest organizers to state in a separate line the obligation to comply with state standards when concluding contracts. True, such an innovation will not affect quest rooms organized in residential buildings, basements and other local sites.

In addition, the possibility of encouraging companies to switch to working in accordance with GOST was considered. This can be done if the online aggregators through which they offer their services provide their platforms only to those companies that work according to the standard. True, representatives of aggregators who participated in the meeting said that this would take time for many. In addition, many participants in the meeting proposed that quest business representatives be required to describe in detail what exactly they offer to consumers before signing an agreement.

According to Anton Roketsky, representative of the Moscow Federal Tax Service, quest rooms will become safer if their activities are made more transparent. According to him, today up to 70% of quest industry workers work under “gray” schemes, underestimating their income level. According to the department’s estimates, last year alone the income of quest organizers amounted to about 6 billion rubles. in the country as a whole, about 2/3 of this money was received in Moscow. If taxes had been paid in full, the city budget would have received an additional 360 million rubles. Semi-legal organizations not only do not pay extra to the treasury, but, as a rule, they organize not the safest quests.

One of the initiators of the development of GOST for quests, State Duma deputy Yana Lantratova, also proposed regulating the activities of quest room animators. Today, almost anyone can get this job. According to the people’s choice, it is necessary that people be allowed to work with children, and even with adults, only after special training, with a certificate of mental health and a medical book. She also believes that it would be advisable to develop a separate GOST for animators.
