From September 1, 2023, it will be forbidden to disembark from trains stowaways under the age of 16. Relevant changes the Ministry of Transport introduced the rules for the transportation of passengers on the proposal of the Prosecutor General’s Office of Russia.
The department clarified that a similar ban has already been established for road transport and urban ground electric transport. The absence of such a ban in the field of passenger transportation by railway transport “endangers the life and health of children,” the Prosecutor General’s Office believes.
The Ministry of Transport of Russia agreed with the initiative of the department and issued an order dated September 5, 2022 No. 352 “On approval of the Rules for the carriage of passengers, baggage, cargo luggage by rail”, in which it prescribed a corresponding ban. The responsibility for the transfer of minors to the police is assigned to the carrier.
The State Duma adopted in the first reading the bill of “United Russia”, which prohibits disembarking from buses, trams and trolleybuses disabled people of the first group who have not paid the fare. The fine for violating the ban will reach 30 thousand rubles. The amendments may provoke some citizens to travel for free, according to the Duma Committee on Transport.
