The Ministry of Labor opposed the linking of unemployment benefits to the minimum wage
The Ministry of Labor of the Russian Federation did not support linking the amount of unemployment benefits to the value of the minimum wage, RBC reports with reference to the draft version of the ministry’s amendments to the draft law “On Employment”.
It involves equating the maximum amount of unemployment benefits to the minimum wage in the first 3 months of payments. Then for another 3 months, the amount of payments will be reduced to half of the minimum wage. And it is proposed to make the minimum allowance equal to 30% of the minimum wage.
The authors of the bill are a group of deputies headed by the Chairman of the State Duma Vyacheslav Volodin and the head of the Federation Council Valentina Matviyenko. It has already passed the first reading in the Duma.
The Ministry of Labor proposes to determine the amount of unemployment benefits as before – by an annual decision of the government, but at the same time take into account the opinion of the commission, which includes the government, trade unions and business (RTK is coordinated by Deputy Prime Minister Tatyana Golikova).
In recent years, the amount of benefits in the first 3 months of a job search is from 1.5 thousand rubles (minimum) to 12.7 thousand rubles. (maximum), and in the next 3 months – 5 thousand rubles.
At the same time, the Ministry of Labor supported the idea of setting the amount of benefits for citizens who have worked for at least 26 weeks at the level of their average earnings at the last place of work, but not higher than the maximum value. Now, in the first three months, such unemployed people are paid benefits in the amount of 75% of their former earnings and 60% in the next 3 months.
The minimum wage in Russia this year is 16,242 rubles. In January, the head of state instructed to increase this figure by early July.
