According to the legislation of the Russian Federation, individuals who are members of the bodies of a legal entity – a foreign agent or are its founder, member, participant, manager or employee are recognized as affiliated with foreign agents. A person who carries out political activities and receives funds or property from foreign agents, including through intermediaries for carrying out political activities, is also recognized as affiliated with a foreign agent.
“These are ordinary people who intentionally or unintentionally help or somehow support foreign agents. Any channel shows, for example, Mr. Galkin (recognized as a foreign agent.— “Kommersant”), but forgot to mark it. Books are the same. We have now received powers, warnings, that is, some kind of prevention. We warn, and if there is no response within a month, then a fine of 300-500 thousand for the first time. Then we can move on to the further development of this institute,” said Mr. Sviridenko.
The Deputy Minister clarified that restrictions on the distribution of materials apply, in particular, to libraries, books, universities and television. The corresponding order of the Minister of Justice will be signed at the end of November, he said. Mr. Sviridenko said that now the Ministry of Justice is only sending warning letters, and after the order and government resolution appear, the department will begin to “replenish the budget.”
The law on the creation of a unified register of information on foreign agents and persons affiliated with them was adopted in Russia in March 2022. In December of the same year, new restrictions for foreign agents came into force, prohibiting them from working in the civil service, “critical information infrastructure” facilities and teaching for minors. At the same time, the Ministry of Justice began to publish personal data of foreign agents, including SNILS and INN.
