The Ministry of Justice proposed to issue pajamas, dressing gowns and leggings to female prisoners

The Ministry of Justice has proposed expanding the list of clothes that are issued to convicts in colonies and pre-trial detention centers. According to the draft order published on the portal of draft regulations, female prisoners are asked to be given additional items of clothing such as skirts, pajamas, dressing gowns and leggings. Previously, these items were not included in the clothing allowance of convicts.
A public discussion of this project is currently underway.
The document also proposes allowing women to wear shorts (currently only men are allowed to wear them) and replacing the headscarf with a warm hat.
The list approved in 2013 lists permitted items as a nightgown, underwear and socks, tights, a blouse and trousers.
The Ministry of Justice’s proposal evoked a response from Alexey Melnikov, a member of the Human Rights Council and executive secretary of the Moscow Public Monitoring Commission, who considers it a step towards increasing the comfort of women in places of forced detention from an emotional and health-saving point of view.
In the summer of 2021, the Prosecutor General’s Office reported violations against women and children in colonies and pre-trial detention centers in 30 regions of the Russian Federation. The main complaint was inadequate living conditions, violations of hygiene, sanitation and fire safety.
