The Ministry of Justice has changed the list of diseases with which it is impossible to be in a pre-trial detention center

The Ministry of Justice of Russia took into account the proposals of Boris Titov, Commissioner for the Protection of the Rights of Entrepreneurs under the President, to expand the list of diseases, according to which the person involved in the criminal case is released from pre-trial detention. This is reported RBCreferring to the press service of Titov.

In the letter, the ombudsman indicated that the list prepared “generally corresponds to the concept agreed by the business community with the involvement of medical experts.”

Natalya Ryabova, deputy head of the legal expert service of the commissioner’s office, said that the new list of diseases fully complies with the ICD-10 codes, and in its previous edition, according to Ryabova, diseases “were defined generally and vaguely.”

She also noted that the conditions for not placing a person in a pre-trial detention center have been relaxed. She emphasized that in relation to tuberculosis of the respiratory organs, the requirement of “a progressive course, the cure of which cannot be achieved by any methods” was removed.

In turn, Titov proposed that all forms of cancer be included in the exemption list, as well as various types of leukemia, aplastic anemia, Parkinson’s disease, epilepsy with a certain frequency and severity of seizures, dementia, depressive episodes and severe recurrent depression and other diseases.

The Ombudsman wants this list to cover those convicts whose sentence has not yet entered into force.
