The representative of the Ministry of Internal Affairs, Irina Volk, said that employees of the internal affairs bodies control the operational situation in the face of a “significant shortage” of personnel. According to her, in January-June 2023, 2% fewer crimes were registered than in the first six months of last year.
“For example, the clearance rate for murders and attempted murders has reached an all-time high of 99%,” Ms. Volk said (quoted from “MVD Media”). She noted that in Russia more than 90% of the facts of intentional infliction of grievous bodily harm, rape and robbery are revealed.
At the same time, over the past 10 years, murders and attempted murders have decreased by 38.3%, facts of intentional infliction of grievous bodily harm have been registered two times less.
On July 17, State Duma deputy Alexander Khinshtein announced that the Grom special unit had been transferred from the Ministry of Internal Affairs to the Russian Guard. He noted that when integrating into the Ministry of Internal Affairs, the number of Grom did not exceed 2.7 thousand people, and now it is 7 thousand, which exceeds the total number of SOBR fighters (about 5 thousand). In April, the Ministry of Internal Affairs explained the increase in the number of “Thunder” by “the operational situation associated with the conduct of a special military operation.”
