The Ministry of Internal Affairs submitted a draft law to the government commission that provides for empowering law enforcement officers with the authority to conduct annual monitoring of the living standards and income data of employees of executive bodies with special ranks, including those who left the service, and their families. It follows from the materials of the bill that the right to collect information on the socio-economic and legal status of the security forces will be given to the Ministry of Internal Affairs, the Russian Guard, the Federal Penitentiary Service, the Ministry for Civil Defense, Emergencies and Disaster Relief, the Federal Bailiff Service, the State Courier services, the Federal Customs Service and the Investigative Committee.

The Ministry of Finance’s response to the bill notes that the Ministry of Defense has been conducting similar monitoring since this year. An RBC source close to the National Guard said that the collection of data from other law enforcement agencies will be identical to the monitoring of the military department.

The draft order of the Minister of Defense on the organization of the annual collection of information specifies that data will be collected on the number of military personnel, on the quantitative composition by military ranks, as well as personal information of the security forces – place of residence, age, gender, education, family composition.

In addition, RBC writes, a description of the economic situation of a serviceman will be given: the amount of consumer spending, self-assessment of family savings, the presence of additional income permitted by law. The monitoring will contain information about the employment of spouses, as well as information about whether the servicemen are satisfied with the conditions of service. According to the draft order, it is planned to discuss the monitoring results at the annual meetings of the interdepartmental commission.

The accompanying materials say that the draft law was submitted by Interior Minister Vladimir Kolokoltsev. It is planned to create a state system for continuous monitoring and analysis of the main indicators of the social security of the security forces and their families in order to “develop proposals for strengthening the social protection of these individuals.”

It is clarified that additional budget allocations for these purposes will not be required. The law is expected to come into force on January 1, 2024.
