Ministry of Internal Affairs (MVD) of Russia approved the procedure for restricting the right to drive a vehicle to those who have restrictions in the unified register of military registration due to failure to appear on the agenda at the military registration and enlistment office. Corresponding order Department, published in Rossiyskaya Gazeta, will enter into force on July 11.

The document notes that the decision to limit the validity of a driver’s license for draft evaders to serve in the Armed Forces of the Russian Federation will be entered in the unified register of military records. Then, within 24 hours, information about this must be received “into the special software of the federal information system” of the traffic police.

According to the order, the restriction imposed by the Ministry of Internal Affairs can be canceled only after such a decision is entered in the military register. After that, within a day, such a decision is displayed in the information system. The reason for the cancellation, in addition to appearing at the military registration and enlistment office, may be a satisfied complaint by a motorist, in which he proved that he was not obliged to comply with the requirement to appear.

The ban on driving is one of the restrictive measures provided for by the law on electronic subpoenas: President Vladimir Putin signed it in April, before that the document was approved by State Duma deputies and senators of the Federation Council.

According to the law, a unified register of persons liable for military service will be created in Russia, which will contain information about summonses (both sent out in paper form and sent through the State Services portal). Each subpoena will be deemed served seven days after being entered in this register. Ministry of Digital Development of Russia plans run it to the autumn call.
