The Ministry of Internal Affairs approved the procedure for making a decision on the suppression of drones in order to protect the life and health of people, and also determined the circle of persons authorized to make this decision, reports TASS with a link to the document. The department’s order states that the decision to suppress or destroy UAVs can be made by the head of the department, his deputies, as well as the heads of the central apparatus of the Ministry of Internal Affairs and territorial bodies.

According to the document, the destruction and suppression of UAVs can be carried out in order to protect citizens and employees of internal affairs bodies, including in the territory of a public event and the adjacent territory. The document notes that employees of the Ministry of Internal Affairs can destroy UAVs also during operational search activities.

The department’s order states that authorized persons can shoot down a UAV “by suppressing or converting its remote control signals,” as well as by “influencing the control panels” of the UAV. “When making a decision to suppress the operation of an unmanned vehicle, the authorized official, based on the current situation, is obliged to assess the possible risks from the results of suppressing its operation,” the order notes.

In August, President Vladimir Putin signed a law according to which the Ministry of Internal Affairs, FSB, Rosgvardia, FSO, SVR, FSIN and GUSP received the right to suppress the activities of all types of drones, including underwater and surface ones. According to the law, military personnel of the military formations of the Ministry of Emergency Situations, as well as employees of private security organizations who have undergone professional training, can also influence UAVs.
