The Ministry of Industry and Trade expects to completely withdraw drones from the gray zone in 2023

Work on the full legalization of drone flights should be completed in 2023, said First Deputy Minister of Industry and Trade Vasily Osmakov in an interview with Sputnik radio. According to him, the Ministry of Industry and Trade is engaged in the creation of a regulatory framework for this together with the Ministry of Transport and the Federal Air Transport Agency.

At the moment, in order to launch a drone, it is necessary to register it with the Federal Air Transport Agency and obtain permission to fly. In addition, in Russia there are a number of restrictions on the height of flights, as well as on photo and video filming using drones, Osmakov recalled.

“Well, plus, taking into account the specifics of the situation that we currently have, in some regions it is simply forbidden in principle to use drones. Therefore, regulatory regulation – how you can fly, where you can fly, and so on – is generally a key thing for the normal use of drones in the country, ”said the deputy head of the Ministry of Industry and Trade (quoted by Interfax).

For security reasons, Russian regions began to impose restrictions on drone flights as early as 2022. By the end of March 2023, the number of such regions had grown to 30, including Ryazan, Yaroslavl, Chelyabinsk, Saratov regions, Perm and Krasnodar Territories, Mordovia, etc. Violation of the ban on the use of drones is subject to administrative sanctions. In particular, the fines under Art. 11.4 of the Code of Administrative Offenses in the amount of 20,000 to 50,000 rubles. for citizens, from 100,000 to 150,000 rubles. officials and from 250,000 to 300,000 rubles. for legal entities (or they may be required to suspend activities for up to three months).

In addition, during the interview, Osmakov said that in 2025-2030. in Russia, food delivery using drones may appear. According to him, technically it is already possible, but from a legal point of view, this issue needs to be improved.

Earlier it became known that the Ministry of Industry and Trade estimated the volume of state orders for drones at 100 billion rubles. for three years. In addition, the authorities plan to introduce subsidies for the leasing, operation and support of drone service centers. Their size has not yet been approved.
