The procedure for a medical examination to determine the presence or absence of contraindications to work as an instructor-guide, as well as a list of these contraindications, was developed by the Russian Ministry of Health. The document posted on the portal of draft regulatory legal acts states that people suffering from mental disorders and eye diseases should not be allowed to work with tourists.
The procedure was developed in pursuance of the 2020 law “On the Fundamentals of Tourism Activities.” It states that those wishing to become instructor-guides must provide a medical certificate confirming the absence of medical contraindications to work. Meanwhile, the procedure for the medical examination required to issue a document, its form, as well as the list of contraindications themselves have not yet been developed. Medical officials decided to fix the problem.
The first category of contraindications includes chronic and protracted mental disorders with severe, persistent or frequently exacerbating painful manifestations. These include organic mental disorders, schizophrenia, mood disorders (affective), personality and behavioral disorders in adulthood, and mental retardation.
This category also includes mental and behavioral disorders associated with substance use. True, drug addiction may not be considered a contraindication provided that the person has abstained from using illegal substances for three years.
The second category is diseases of the eye and its adnexa, which have led to a decrease in visual acuity, however, provided that it cannot be corrected with glasses or lenses.
The procedure for conducting a medical examination involves an examination by an ophthalmologist and a psychiatrist-narcologist, as well as laboratory tests of blood and urine to determine chronic alcohol and drug use.
