The Federation Council approved amendments on the payment of maternity capital

The Federation Council of the Russian Federation on Friday, December 22, approved amendments to the legislation clarifying the circle of persons entitled to receive maternity capital.
If the document is signed by the head of state, from January 1, 2024, maternity capital will be paid only to persons who have Russian citizenship at the time of the child’s birth, and only if the child is a Russian citizen by birth.
As the co-author of the amendments, Senator Elena Afanasyeva, pointed out, the law closes the “loophole” of non-citizens of the Russian Federation receiving maternity capital.
Earlier, State Duma deputy Nikita Chaplin spoke about the main changes in child benefits that will occur in 2024. According to him, maternity capital is expected to increase, as well as maternity benefits. At the same time, mothers in case of going to work full time before the child reaches 1.5 years will retain maternity benefits.
In a number of constituent entities of the Russian Federation, along with federal measures to support motherhood and childhood, regional measures are in place. Thus, in the Khabarovsk Territory in 2024 it is planned to index regional maternity capital, the value of which is 30% of the federal one. It is assumed that from February 1, 2024 the amount will be indexed by 7.5%.
