Russian officials intend to fine citizens and businesses for cooperation with unfriendly countries. Trying to circumvent counter-sanctions will cost a tidy sum.
The Ministry of Finance has prepared a package bill aimed at establishing responsibility for any form of cooperation with the countries of the collective West. The agency placed two bills for public condemnation. One of them amends the Code of Administrative Offenses, the second – to the law “On measures of influence (counteraction) on unfriendly actions of the United States of America and other foreign states.”
If the proposal is approved, a new article will appear in the administrative code with penalties for non-compliance with measures aimed at ensuring the financial stability of the Russian Federation. A list of such measures is prescribed in the law. This is the termination of international cooperation with hostile states and their legal entities, a ban on the provision of services to people from unfriendly countries by our compatriots, the sale of goods to them, and so on. The draft amendments propose to establish an administrative fine for citizens, individual entrepreneurs and Russian legal entities. Moreover, two schemes are proposed for this. The first involves a penalty of 20 to 40 percent of the transaction amount, regardless of whether it failed or was successful. The maximum amount of the fine is 30 thousand rubles.
The second scheme will deal with cases where it is impossible to value a deal with unfriendly foreigners in monetary terms. It can be, for example, a gift, a service in the form of opening a special account, and so on. In this case, for citizens, the fine will be from 1000 to 1500 rubles, for individual entrepreneurs – from 2000 to 3000 rubles. For legal entities, the sanction is set in the range of 20 to 30 thousand.
The second bill of the Ministry of Finance assumes that the Federal Tax Service and the Federal Customs Service will fine citizens and entrepreneurs, and the Bank of Russia will fine banks and other credit organizations.
