According to the Ministry of Internal Affairs of Russia, the number of issued labor patents (for those who came to the country on a visa-free basis) in 2023 increased by 3.6% compared to the previous year, amounting to 2.3 million. At the same time, the number of government services for issuing permits to foreign citizens work (for those who arrived on a visa) increased by 23.6% in annual terms – up to 99,100. According to various estimates, there may be from 1.5 million to 3 million illegal migrants in Russia, said a migration expert, former deputy Director of the Federal Migration Service of Russia (abolished in 2016) Vyacheslav Postavnin.
However, after the terrorist attack in the Crocus City Hall near Moscow on March 22, Russian law enforcement agencies began an active campaign to identify foreign citizens who are in the country illegally. In just the first week after the terrorist attack (March 25–29), Moscow district courts issued at least 403 decisions on the forced expulsion of migrants from Russia; 418 foreigners were decided to be forcibly expelled by the courts of St. Petersburg during the same period.
