The Ministry of Emergency Situations did not sign the final act of work performed and transfer money to the National Informatization Center (NCI) of Rostec for the final stage of R&D “Development of uniform standards, functional, technical requirements and predictive and analytical solutions for the Safe City hardware and software complex (APC)” , a source close to the government apparatus told Vedomosti, and a representative of the NCI confirmed it.
On December 15, the general director of Rostec, Sergei Chemezov, announced in a letter to the Minister of Emergency Situations Alexander Kurenkov about the delay in payment (Vedomosti has a copy of the letter). “Currently, the debt of the Ministry of Emergency Situations to the NCI is 171,313,673 rubles,” wrote the top manager. “Thus, due to the delay in signing the act of completed work, financial risks arise for NCI LLC, which creates prerequisites for delays in paying salaries, as well as fulfilling other obligations related to financial contributions.”
