The Ministry of Emergency Situations proposes to assign responsibility for fires to land owners

The Ministry of Emergency Situations of Russia proposed to amend the legislation concerning the responsibility of land owners for their fire-prevention condition. The department believes that in the event of fires, it is necessary to hold the owners of land plots accountable, regardless of who was the violator of fire safety.
“Our task is to initiate changes to the Code of Administrative Offenses (CAO) of the Russian Federation that the owner of the land will be presumed in the legislation as a potentially responsible person if illegal actions are committed on his land even by other persons related to ensuring fire safety,” said Deputy Director of the Department of Supervisory Activities and Preventive Work of the Russian Emergencies Ministry Sergey Voronov (quote from TASS). Mr. Voronov specified that the relevant legislative changes would be developed in the near future and submitted to the government for consideration.
According to him, the Ministry of Emergency Situations decided to come up with similar proposals against the backdrop of a powerful fire in the Sverdlovsk village of Sosva, as a result of which two people died, and the village itself was almost completely destroyed. President Vladimir Putin had a conversation with Governor Yevgeny Kuyvashev and instructed render necessary assistance to fire victims before May 2. The head of the region introduced a high alert regime in the region and decided to urgently return from Uzbekistan, where he was on a business trip.
