Director of the Department of State Policy in the Sphere of Protection of Children’s Rights of the Ministry of Education of the Russian Federation Larisa Falkovskaya proposed strengthening control over the circulation of weapons with the possibility of their seizure in families in which minors with deviant behavior live. The official stated this in the State Duma at a meeting of the inter-factional working group on the legislative implementation of state policy in the field of preserving and strengthening traditional Russian spiritual and moral values. Ms. Falkovskaya proposed strengthening control over the circulation of weapons “based on an analysis of the specific situation.” The official did not explain what behavior should be considered deviant, nor did she outline the mechanism for confiscating weapons from citizens.

Larisa Falkovskaya’s statement came amid a discussion of another incident with weapons in schools. On December 7, in Bryansk, a 14-year-old schoolgirl started shooting in a classroom at gymnasium No. 5 using her father’s gun carried in a paper tube: she wounded five people and killed a classmate and herself. Initially, the schoolgirl’s father, a school security guard and the director of a security company were taken into custody in connection with the case. But on December 15, the court released the citizens from custody, and released the deputy director of the gymnasium from house arrest.

Larisa Falkovskaya noted at the hearing that the Ministry of Education plans to “address the issue of stimulating the responsibility” of school principals in “preventing negative phenomena in children, youth and adolescents.” According to her, we will also talk about teachers informing the police about deviant behavior of students. Ms. Falkovskaya did not specify how exactly to encourage responsibility, saying that this still needs to be worked out.
