Education Minister Sergei Kravtsov signed order on the approval of the state program of preschool education. The authorities expect that it will create “a single core of the content of preschool education, focused on familiarizing children with the traditional spiritual, moral and socio-cultural values of the Russian people.” The program is also designed to help educate children as knowing and respecting “the history and culture of their family, large and small Motherland.”
The goal of the program is “the all-round development of the child during preschool childhood, taking into account age and individual characteristics, based on the spiritual and moral values of the Russian people, historical and national-cultural traditions.” It is expected that a “single federal educational space for the upbringing and education of children from birth to admission to a general educational organization” will be created, and that children will be provided with equal educational conditions, regardless of where they live.
As the Higher School of Economics reported, 32.3 million people were covered by the education system in 2021. More than half (53.7%) are schoolchildren, a quarter (22.7%) are pupils of kindergartens, another quarter (23.6%) received secondary vocational or higher education. According to experts, over the past 20 years, the number of students in most educational programs has declined.
