The Ministry of Education and Science predicts a massive transition to a new system of higher education in 2025

The transition to a new system of higher education in Russia is planned for three years, said Minister of Science and Higher Education (Ministry of Education and Science) Valery Falkov. In 2026, the reform will be completed, a massive transition is expected in 2025, he said.
“The project is designed for three years in full. The key years, of course, will be 2023-2024. It ends in 2026. I think that the mass transition is 2025,” Mr. Falkov said in an interview with Naila Asker-zade on the program “News” on the channel “Russia 1”.
In May 2022, the Ministry of Education and Science announced development of its own “unique” model of higher education, abandoning the Bologna system. Then the head of the Ministry of Education and Science explained that undergraduate and graduate programs would not be banned, but employers and universities would be able to abandon them in favor of “our historical” specialty.
The Bologna system implies the comparability of the educational programs of the participating countries: mutual recognition of diplomas, as well as increased mobility for the exchange of students and teachers. In 2003, Russia joined the Bologna system and switched to the undergraduate (four years)-master’s (two years)-postgraduate (at least three years) system. The new model provides for three levels: basic, specialized and postgraduate.
In October, the Ministry of Education planned submit a “mock-up” of the new system by the end of 2022.
In April of this year, a “unique domestic system of higher education” was introduced. According to it, students are also offered three stages of higher education – however, without the same terms of study for all programs.
