The Ministry of Science and Higher Education of the Russian Federation conducted an audit of the activities of the Sakhalin State University (SakhGU). During it, 185 violations were revealed for 270 million rubles. The auditors have questions for individual specialists, including those among the management of the university.
Thus, the inspectors came to the conclusion that the largest university in the island region did not ensure the intended use of federal subsidies, and also entered into uncoordinated transactions with companies where co-owners are the current employees of the university and their close relatives. In the financial activities of the university, an excess of the purchase limit, artificial splitting of transactions were found. It was also recorded that the university did not ensure the safety of valuable property.
Such examples of violations in economic activity are also given: for example, the university was supposed to create a laboratory “Electrochemical power sources for renewable energy” at a cost of 7.3 million rubles, but the equipment does not work.
There are numerous violations of fire safety requirements in the buildings of the university. “Due to the presence of numerous unresolved violations of fire safety requirements, the university does not fully ensure the safety of students during their stay at Sakhalin State University. Official investigations into the facts of the violations revealed were not carried out (they were not submitted for verification), the perpetrators were not identified, ”the act states. Earlier, two students died in the dormitories of SakhSU, which was associated with violations of fire safety requirements.
