When reforming the system of higher education in the Russian Federation, the specialty will mainly be introduced in areas related to medicine, the military-industrial complex, culture, engineering, and agriculture. This is stated in the materials prepared for the government hour with the head of the Ministry of Education and Science Valery Falkov in the Federation Council, reports TASS.
The ministry notes that the two-tier system in the form of undergraduate and graduate programs will continue after the reform. First of all, it will operate for humanitarian, economic and other areas, “where it meets the requirements of the labor market.” It is noted that a discussion is underway on the transition to a specialty for areas related to pedagogical sciences and jurisprudence.
“Massive transition to a specialist with a complete rejection of bachelor’s and master’s programs seems inappropriate both in the national and international context,” the materials of the Ministry of Education and Science say.
The Ministry prepared amendments to the Law on Education in November. The department proposed to introduce a five-year specialty primarily for “training personnel, the demand for which is due to technological development and modernization of the economy.” In addition, the department wants to allow graduates of the specialty to enter the budget for the master’s program “in the areas of training that are successive to the specialty they received.”
