The Ministry of Economy proposed to allow the construction of ski resorts and related infrastructure in protective forests, subject to their restoration. The corresponding bill was published on the official website draft regulatory legal acts.
The explanatory note states that the initiative is being developed as part of a roadmap for transforming the business climate in tourism. The authors of the bill note that the activities of ski resorts in Russia are not regulated, and propose to introduce into legislation the definitions of “ski resort” and “ski resort operator.”
The bill also allows ski resorts to be located in protected forests with “necessary clear-cutting.” Deforestation of protective forests will only be possible if they are restored. It is also proposed to lift the ban on the construction of resorts on forest plots leased before January 1, 2022, and to remove area restrictions.
The Ministry of Natural Resources does not see any risks for Russian forests in the new bill, the department’s press service reported. RBC. The initiative provides for the rational use and preservation of the protective properties of forests during the development of ski facilities, and construction – where this is consistent with the regime of use and protection of forests (for example, in mountain forests).
