The Ministry of Defense proposes to change the requirements for the health status of conscripts

Russian Ministry of Defense suggested change “the organization of medical examination of citizens with diseases that do not have a significant impact on the ability to perform the duties of military service,” including “taking into account the experience of military operations.” The department considers it necessary to amend the Regulations on military medical examination.
The ministry’s initiative concerns medical examination of Russians when registering for military service, conscription for military service and concluding contracts with the Ministry of Defense. In addition, it applies to examinations of citizens enrolled in the mobilization reserve and called up for military training. The Ministry of Defense calls the purpose of the proposed changes “to improve the health requirements” of such categories of citizens.
In particular, according to the Ministry of Defense, amendments need to be made to the provision that determines in the presence of which diseases (17 categories) citizens can be assigned one or another category of fitness for military service.
The full text of the draft has not been published; the date of its expected entry into force is December 2024.
In May of this year I was in the State Duma introduced a bill allowing disabled citizens to enter into a contract with the Russian army during mobilization, martial law and wartime. The authors of the bill were the head of the State Duma Defense Committee Andrei Kartapolov and his first deputy Andrei Krasov. In July, the Ministry of Defense suggested a list of diseases for which citizens recognized as partially fit for military service will not be able to enter into a contract with the armed forces of the Russian Federation during mobilization, martial law and in wartime. The list of diseases contraindicated for service includes HIV, hepatitis B and C, all types of tuberculosis, and type 1 diabetes mellitus.
