By November 2024, the Ministry of Construction must prepare a bill on the creation of a unified federal system for registering citizens who are recognized as in need of improved housing conditions. The newspaper reported this “Vedomosti” with reference to the government’s legislative activity plan. The initiative is planned to be submitted to the State Duma in March 2025.

Today, the calculation of those in need of housing is carried out only at the regional, municipal or departmental levels. There are no details about the future unified system in the plan. According to the Housing Code, poor people, orphans, and residents of dilapidated buildings can apply for improved housing conditions.

Since 2019, Russia has been implementing the national project “Life and Urban Environment” to resettle 536 thousand people and liquidate 9.5 million square meters. m of emergency housing. By June last year, 531 thousand people had been resettled under this program. Deputy Prime Minister of the Russian Federation Marat Khusnullin in February 2022 spoke about the need to “bring all our preferential programs to order” and assess the number of people in need of improved conditions.
