The Ministry of Construction announced a catastrophic situation with housing and communal services in new regions

More than 40% of housing and communal services in Russia need to be replaced or overhauled. This was announced today in the Federation Council by the head of the Ministry of Construction of the Russian Federation, Irek Fayzullin.
“Almost 1 million utilities and 43% of water supply networks need to be repaired, 30% of heat supply and 46% of sewerage,” the minister stressed.
The most difficult situation is in the new regions.
– We need to connect more than 42 thousand objects to heat. To do this, it is necessary to modernize the network very quickly. Unfortunately, wear and tear on the territory of new regions is more than 80%. There are also treatment facilities, block-modular boiler houses. Almost 7,000 sewer networks need to be prepared for winter, Fayzullin said.
At the same time, the head of the Ministry of Construction assessed the situation with the financing of housing and communal services modernization programs in the country as positive.
“For the sake of fairness, it must be said that such funds that are now coming to the regions did not exist before,” the minister said.
Thus, by 2025 it is planned to replace 13,000 km of engineering networks in 84 regions. For 2023-2024, 130 billion rubles have been reserved for this in the federal budget to help regional funding. However, as Galina Karelova, deputy chairman of the Federation Council, emphasized, money has not yet been allocated to the budget for housing and communal services for 2025-27. Because of this, the regions are already nervous today.
– When preparing the draft federal budget for the next cycle, the necessary funds should be reserved until 2026. And in the passport of the federal project “Infrastructure Menu” it is necessary to reflect the forecast of financing for the entire period of the regional programs, that is, complex work and serious steps are needed to reach the possibility of solving the problem of modernizing the communal infrastructure, Karelova said.
