The military commissar of Moscow, Colonel Maxim Loktev, said that the delivery of subpoenas at the capital’s metro is not carried out. “No delivery of subpoenas by the military commissariats of the city or police officers is carried out. Investigative activities are carried out regularly, this is due to the constant operational-search activities to catch criminals. The special services report on the results of such work almost daily,” Colonel Maksim Loktev said.
Today, October 14, the media and Telegram channels began to publish a video where people in police uniforms and civilian clothes issue summonses to Muscovites near the metro or in entrances. Moscow City Duma deputy Kirill Shchitov said that a Muscovite approached him and said that his son was handed a summons to appear at the military registration and enlistment office of the Babushkinsky district of the North-East Administrative District near the metro entrance. Member of the HRC Kirill Kabanov toldthat he was approached by MGTS employees with a reservation, who were detained during a street raid.
Andrey Klishas, Head of the Federation Council Committee on Constitutional Legislation and State Building spokethat the mass distribution of subpoenas by police officers on the streets is illegal. According to him, according to the law, subpoenas can only be handed over to people for whom there is a request from the military registration and enlistment office.
