Moscow will produce specialists of the III category with five diplomas

The Ministry of Education reported that the list of professions that can be obtained by graduating from a college, technical school or college has been revised. From the list of professions with a level of vocational education, such anachronisms as a janitor, watchman, janitor, dish washer, coachman or rag cooker have disappeared. But there appeared 21st century competencies like 3D modeling operators and a drone control specialist.

The department reports that the list of professions of secondary special education, for which you can get a qualification category, where as solid – 5110 items. Of these, 250 are new. In addition to the drone control specialist, among the new skills are such competencies as a fitness instructor, florist, 3D printing operator, security inspector for various modes of transport, etc. Hopelessly outdated professions and those where special training is not required have been removed. In the end, a watchman or dishwasher can be nominated from their own ranks or trained on the spot.

The revision of the list of professions for the level of secondary specialized education did not begin yesterday. Back in 2021, 45 areas of training were excluded from the list, among which were an embroiderer, a shoe assembler, a ship’s cook (cook), a junior veterinary assistant and even a hairdresser. At the same time, an explanation was received – by removing frankly obsolete concepts, the new list enlarges and modernizes the rest. There will not be a hairdresser, but a stylist-designer and a landscape designer instead of an ordinary gardener.

Moscow is also talking about the development of the secondary vocational education system and the approach of graduates directly to the employer. Vice Mayor for Social Development Anastasia Rakova announced the transformation of such education in the capital. In the colleges themselves, new workshops and educational programs will appear, the share of “practice-oriented hours” will increase from 30 to 70%.

“We also want students to get not one, but two, three or even five professions after graduating from colleges,” Rakova said. So many competencies modern graduates need to “increase their competitiveness in the labor market.” It was also said that a specialist who has now graduated from secondary vocational education has the II category. And after the “transformation” he will immediately receive the III category.

In order for the modernization to take place, technical schools and colleges will be updated with the material and technical base: 230 workshops will be updated and 90 new ones will appear.

“SVE, those same working hands in production, service sector employees are the basis of a normal economy,” says teacher of SVE, methodologist Antonina Gordeeva. — According to HSE statistics, more than 60 percent of school graduates now go to secondary special education, and this number is growing. And the number of those who receive VO, on the contrary, is decreasing. And there is nothing wrong here. Academic education, science is very important, but it is not at all necessary for everyone to do it. The concept of “skilled worker”, “mid-level specialist”, “employee in the service sector” has historically been devalued in our country. And it’s a pity, because the most developed countries show an even sharper ratio: 20% go to university, 80% to vocational education. But 2-3 diplomas or areas of training, and various other professional certificates are exactly what they get there, this is a global experience.

Recently, there have been proposals in Russia to limit the level of vocational training in those professional segments where the shortage of personnel is most acute. For example, to allow secondary special education for primary school teachers and educators, tutors who help children with disabilities at school. Or in medicine, to reduce the duration of training for certain specialties: doctors of functional diagnostics, hygienists, nurse assistants. In addition, many experts agree that selective competencies in IT also do not need a bachelor’s degree and, moreover, a specialist’s degree. On the eve of the head of the Ministry of Digital Development Maksud Shadayev estimated the shortage of IT specialists in the Russian Federation at 500-700 thousand people. And although the number of employees of information-digital companies grew by 13% over the past year, an acute shortage of specialists remains there.
