According to the expert, a dodger is a person who did not appear at the military commissariat “on call”.
“There will be no responsibility for failure to appear, because they were on the territory of a foreign state and physically could not receive anything,” the source of the publication shared the details.
As the human rights activist noted, after returning to Russia, citizens who fall under partial mobilization will receive a second summons. At the same time, foreign authorities will not be able to extradite its citizen to the Russian Federation due to partial mobilization, since extradition applies only to convicts.
At the time of departure from the Russian Federation, a person will be checked whether he is subject to conscription for military service, but how this will happen is still unknown. Conscripts who are going to leave Russia will not be held accountable, but they will definitely not be released outside the country, Vorobyov concluded.
