The law on the ban on gender reassignment adopted by the State Duma does not violate the constitutional rights of citizens, says Deputy Head of the Ministry of Health Yevgenia Kotova. She justified this by saying that there are exceptions in the law for congenital malformations, in the case of which the correction is a stage of treatment.
“In our opinion, there are no violations of any constitutional rights of citizens,” the deputy minister said at a meeting of the Federation Council Committee on Social Policy (quoted by TASS).
On July 14, the State Duma unanimously accepted the law on the prohibition of sex reassignment, which does not allow surgery and hormonal therapy. It is also forbidden to change gender in documents. Kremlin called redundant experts’ fears that the ban on gender reassignment violates the right to life and health care. State Duma Speaker Vyacheslav Volodin assures that Russia is the only European country that “opposes what is happening in the States.”
