Work on a bill against “consumer terrorism” in relation to developers when renting housing in new buildings has been completed, said Sergey Pakhomov, head of the State Duma Committee on Construction and Housing and Public Utilities. According to him, the document is ready for submission to the State Duma.
“We are on the verge of adopting one of the most difficult political and public decisions – the law on regulating relations between the developer and the future owner of the apartment at the time of its receipt,” Mr. Pakhomov said during a meeting of the commission of the Russian Union of Industrialists and Entrepreneurs (RSPP) on housing policy (quote from TASS).
Mr. Pakhomov turned to the RSPP with a request to support the bill in the public field. The RSPP said they were ready to do it. TASS, citing a source, clarified that some deputies have already studied the document.
Developers for several years called on the relevant departments to fight “consumer terrorism” in the primary housing market. Developers set up that equity holders, under the pretext of eliminating defects in construction work, are trying to delay the time for obtaining a finished apartment.
