The Kremlin recalled that Russia only attacks military targets in Ukraine

Russia does not strike civilians, but works exclusively against concentrations of military and army leadership, said Russian Presidential Press Secretary Dmitry Peskov.
“The Russian military does not strike civilian targets; strikes are carried out on military infrastructure, places where military personnel and representatives of the military leadership gather,” the Kremlin spokesman said.
Earlier, Ukrainian authorities reported an explosion in the village of Groza, Kharkov region. The Ukrainian side states that more than 50 people allegedly died as a result of the incident. The Ukrainian Ministry of Internal Affairs reported that at the time of the explosion, a funeral service for one of the residents was taking place in the cafe.
The Russian Ministry of Defense has repeatedly emphasized that Russian troops do not attack civilian infrastructure or civilians as part of a special operation. As the Ministry of Defense clarified, such situations occur after the fall of Ukrainian air defense missiles on civilian objects as a result of their illiterate use.
On August 10, Ukrainian authorities announced an evacuation in the Kupyansky district of the Kharkov region. In particular, evacuation was announced for residents of the left bank of the Oskol River in Kupyansk, in the village of Kovsharovka and the city of Kupyansk-Uzlovoy. In total, the document spoke of 37 settlements. Then the Russian Ministry of Defense reported a successful offensive in the Kupyansk direction.
