The Kremlin named the conditions for possible contacts between Putin and Biden

Negotiations between the presidents of Russia and the United States can take place if there is mutual readiness, stated press secretary of the Russian leader Dmitry Peskov.

“Firstly, this must be with mutual desire, mutual readiness, certain conditions must mature,” Peskov said in an interview with journalist Pavel Zarubin.

In addition, according to the Kremlin spokesman, US President Joe Biden needs to “change his position and take a more constructive position regarding bilateral relations.” He noted that the “collapse of the entire basis” of relations between Russia and the United States occurred on the initiative of Washington.

In November 2022, Vladimir Ermakov, Director of the Department for Nonproliferation and Arms Control of the Russian Foreign Ministry statedthat negotiations between Russia and the United States on strategic stability are possible if there is an adequate partner in Washington and a refusal to cross Moscow’s “red lines” in the security sphere.

On June 2 of this year, Peskov said that there were no “hints” between Russia and the United States regarding negotiations on strategic security. In early November, Russian President Vladimir Putin signed a law revoking ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT).

Putin raised the issue of the need to revoke ratification at a meeting of the Valdai Discussion Club on October 5. At the same time, he clarified that he cannot say now whether Russia needs nuclear weapons tests or not.
