The Kremlin explained the law on electronic subpoenas by the need to fix the mess in the military registration and enlistment offices

Presidential spokesman Dmitry Peskov said that Vladimir Putin is familiar with the essence of the law on digital registration of military servicemen, but will read it when the document is signed. The speed of adoption by the deputies of the amendments themselves in the Kremlin was associated with their importance for the country and the need to fix the mess in some military registration and enlistment offices. He stressed that serving in the army is “a constitutional duty of citizens.”

“How it was accepted – in accordance with the procedure provided for in the State Duma. If there are any questions about the nuances associated with the procedure, then it is better to address them to the State Duma … We should be aware that we are talking about the fact that we must streamline the system of registration and conscription of those who should serve in the army. According to the Constitution, conscripts must serve in our army… When the special military operation began, you and I saw that in some places we have a lot of chaos in the military registration and enlistment offices. That’s just this bill is designed to this mess: a) fix it; b) make it modern, promising and convenient for citizens,” the Kremlin representative answered a question from Kommersant FM.

The very speed with which the deputies adopted the amendments, he linked with their importance for the country. “All such documents are now extremely important. Of course, the Duma perceives them as top-priority and urgent documents,” he added.

Yesterday, April 11, the State Duma approved the law on the unified register of persons liable for military service, which legalizes electronic summonses. It is assumed that from the date of receipt of the summons (both in electronic and paper form), a ban on leaving Russia is introduced. Failure to appear without a valid reason after 20 days from the date of receipt of the summons entails a number of restrictive measures. During the bill the communists declared about violations of the rules. They complained that the amendments appeared in the Duma database too late and they did not have time to study them in detail.
