Over the past year, the Accounts Chamber identified violations amounting to 160.3 billion rubles. in the field of health and sports. This is stated in the department’s report for last year, which is cited by the newspaper. “Vedomosti”. What share of violations occurs in healthcare and what share in the sports sector is unknown.

According to the findings of the Accounts Chamber, the formation of a program of state guarantees of free medical care for the period 2021–2023 occurred without established mechanisms, deadlines, formation methods, calculation of average volume standards and financing. In addition, the criteria for the availability and quality of medical care contained in the state guarantee program, according to the conclusion, do not have quantitative expression. As a result, the Accounts Chamber recommended that the government set clear deadlines for approving the state guarantee program.

The report on violations takes up 431 pages. It was submitted to the State Duma before the speech of the Chairman of the Accounts Chamber to the deputies. The report is due to be formally presented in parliament on March 21.

Previously, the Accounts Chamber reported numerous violations in the use of public finances in 2023 – their amount exceeded 2 trillion rubles. As a rule, we are talking about violations of budget legislation, accounting and reporting rules. During last year’s audit, the Accounts Chamber revealed violations amounting to 1.6 trillion rubles, 93 administrative cases were initiated, and 8.85 billion rubles were returned to the budgets.
