The IOC condemned calls from countries to ban athletes from Russia

James McLeod, Director of the International Olympic Committee (IOC) Department for Relations with National Olympic Committees (NOCs), noted at the 141st IOC session in Mumbai that the IOC strongly rejects calls from states for the complete suspension of Russian and Belarusian athletes. He noted that many sports federations have already returned neutral athletes to international competition, and the athletic community as a whole supports the return of neutral athletes. However, the IOC is still monitoring the situation and rejects government intervention, especially when some countries are calling for the complete suspension of Russian and Belarusian athletes.
The head of the European Olympic Committees (EOC), Spyros Kapralos, also called on international federations to comply with IOC recommendations on the admission of neutral athletes. He noted that when deciding on the possible participation of neutral athletes from Russia in the Olympic Games in Paris, the IOC must take into account the importance of unity and adherence to common rules. He called on international federations to follow all IOC recommendations.
In March 2023, the IOC recommended that international federations allow Russian athletes who did not support the CBO to compete in a neutral status. At the same time, the IOC proposed to deny admission to athletes associated with the armed forces and security agencies, as well as national teams in team disciplines. Some international federations require the signing of a declaration condemning the CBO as a prerequisite for the admission of Russian athletes to international competitions.
