The Investigative Committee has completed an investigation into the case against the management of the university in Perm, where the mass shooting occurred

The Investigative Committee of Russia (ICR) announced the completion of the investigation into the criminal case against the ex-rector of the Perm State National Research University (PGNIU) Dmitry Krasilnikov. Other defendants in the case include ex-vice rector Pavel Blusya, head of control at Perm State National Research University Mikhail Mukhachev and employee of the Russian Guard Natalya Golovanova. The Investigative Committee believes that they abused their powers. The case was initiated after the shooting committed by Timur Bekmansurov on the territory of Perm State Research University in September 2021.
According to the investigation, Dmitry Krasilnikov, Pavel Blus and Mikhail Mukhachev “did not provide a sufficient level of anti-terrorism protection for the university.” The ICR report notes that the Perm State Research University did not have a warning system installed in the event of an armed attack. Krasilnikov, Blus and Mukhachev, knowing about this shortcoming, provided documents with inspection reports, in which they indicated that the university met all the requirements. Golovanova, who inspected the educational institution, signed the documents.
The Investigative Committee notes that due to the absence of such a warning system, during the shooting at Perm State Research University on September 20, 2021, people were forced to jump out of windows because they had no indication of safe escape routes.
The criminal case has been sent for drawing up an indictment and subsequent transfer to court, the Investigative Committee clarifies.
On September 20, 2021, former Perm State National Research University student Timur Bekmansurov entered the university territory with a weapon and opened fire on people. During the incident, 6 people were killed and 59 were injured. During his arrest, Bekmansurov was wounded, after which part of his leg was amputated. On June 27, the Court of Appeal upheld the verdict. The defense asked for a mitigation of the sentence, since he fully admitted his guilt and helped the investigation.
