Head of the Institute of Demography: migrants commit 2% of crimes in the Russian Federation

According to the results of 2022, migrants account for about 2% of the total number of crimes, reported RBC Director of the Institute of Demographic Research of the Federal Scientific Research Center of the Russian Academy of Sciences Marina Khramova. The Institute did a review on this topic for the Investigative Committee based on available statistical data.

The number of crimes committed by foreign citizens and stateless persons in the Russian Federation as a whole amounted to 40.15 thousand. This is 2.04% of the total number of registered crimes. 7.68 thousand crimes were committed in Moscow, 5.52 thousand in the region.

The overwhelming majority of these crimes occur among citizens of CIS countries.

According to the Ministry of Internal Affairs, over the 11 months of 2023, the number of crimes committed by foreigners (stateless persons) was 36.6 thousand. Of these, the lion’s share – 83% – were committed by CIS citizens.

Compared to January-November of the previous year, the number of crimes committed by foreigners decreased by 1%.

85% of crimes are committed by migrant men. Khramova noted that “most of them are directed against the same migrants.” That is, the crimes committed do not extend beyond the borders of migrant communities and, as a rule, are of an everyday nature. “For example, a fight in the market,” the head of the institute gave an example.
