The head of the Russian Presidential Council for the Development of Civil Society and Human Rights (HRC), Valery Fadeev, intends to discuss with specialists the possibility of returning assessments for behavior to schools, which can affect Unified State Exam scores. He stated this on Tuesday at a meeting of the HRC working group on education, dedicated to the implementation of the president’s instructions in this area.

The head of the working group, children’s ombudsman in the Ulyanovsk region, Ekaterina Smoroda, previously organized a survey of teachers on this topic, which, according to Mr. Fadeev, showed that mentors often face humiliation, insults, rudeness and various bullying from students who also post this on the Internet, and “teachers do not have the tools to rein in hooligans.” “In this connection, at our meeting, in particular, there was a proposal to return the grade for behavior, up to and including lowering the scores on the Unified State Exam. If points are added for GTO and volunteering, then why not remove these points from malicious hooligans,” said Valery Fadeev. The head of the council added that he will discuss the proposal with teachers, psychologists and other experts at a conference that the HRC will hold in the near future.
