The head of the Ministry of Labor proposed to fix the concept of “partial employment” in the law

The Minister of Labor and Social Protection of Russia Anton Kotyakov proposed to legislate the concept of “partial employment”. According to him, this will allow the parent of a child up to a year and a half or a citizen caring for a disabled person to earn extra money and at the same time qualify for social benefits.

“Part-time employment as a definition is nowhere to be found, we just want to define it. … We propose to consider legislating the issue of part-time employment, which would allow a mother or a citizen caring for a disabled person to combine, for example, remote work with the implementation of care functions, ”said Mr. Kotyakov TASS after a meeting with members of the State Duma Committee on Labour, Social Policy and Veterans Affairs.

The head of the Ministry of Labor explained that under the current legislation, citizens caring for a child under one and a half years old or for a disabled person are not provided for compensation for part of their lost earnings if citizens from these categories work. He believes that enshrining the concept of “partial employment” in the law will eliminate the “legal vacuum”, allowing citizens to earn extra money and receive social benefits.

According to Mr. Kotyakov, there are sometimes court proceedings in which mothers try to prove that they can work and take care of children at the same time. He said that basically the court takes the side of the mother.
