Acting military commissar of the Jewish Autonomous Region Dmitry Kuchabsky commented on the situation with the conscription of non-serving citizens during partial mobilization. About it reported in the regional government.

“In accordance with the presidential decree, it is first of all desirable to call on citizens who have combat experience to serve. Citizens who have not served are citizens in the reserve and are subject to conscription for mobilization. There are guys who go voluntarily. We do not have the right to refuse them or postpone the call for some time,” said Dmitry Kuchabsky.

As the acting military commissar noted, the same applies to “age” citizens who are in reserve.

“Our federal law defines the age categories: the first, second and third stay in the reserve. This is up to 35 years, 45 years and so on. But this does not determine that in the first stage, citizens who are under 35 years old, and in the second – who are under 45 years old, ”he added.

Also, Mr. Kuchabsky emphasized that in accordance with the Federal Law “On mobilization training and mobilization” dated February 26, 1997 No. 31-FZ, everyone is equal. “But we are well aware that a citizen who served 5 years ago, compared to one who served 20 years ago, is more prepared, more trained. We try to work with this age category of citizens. Special attention to those who have combat experience. This is very important,” he concluded.
