The head of the Presidential Council for Human Rights (HRC), Valery Fadeev, considers the punishment provided for by law for attacking people by dogs insufficient. He suggested tightening it up. This topic was raised at a round table dedicated to the responsible treatment of animals.
Mr. Fadeev recalled that a dog attack on a person, which caused serious bodily harm, provides for up to 6 months of arrest, and an article for animal cruelty – up to 3 years. “I don’t mind that animal cruelty under 3 years old, but why human cruelty under 6 months old?” asked the head of the HRC (TASS quote).
He also recalled that if a dog pollutes public areas, they are fined 2,000 rubles, and if a dog attacks a person (in the absence of serious bodily harm) – 5,000 rubles. “But it’s also impossible. We need to do something about it,” says Valery Fadeev.
In recent months, there have been several attacks by stray dogs on people. The administration of Chita, in particular, because of this in April introduced high alert mode. The governor of the Orenburg region, Denis Pasler, proposed to “humanely euthanize” street and domestic animals if they show aggression. Vladimir Vladimirov, the head of the Stavropol Territory, criticized the current legislation – “they chipped and released him”. The Moscow mayor’s office said that they would not shoot stray dogs.
