The head of the Presidential Council for Human Rights (HRC), Valery Fadeev, suggested discussing the introduction of a certificate for the possession of fighting dog breeds in order to reduce cases of their attacks on people. In his opinion, the cause of the incidents is the irresponsibility of the owners, who do not understand that “a serious dog must be taught very seriously.”
Mr. Fadeev drew an analogy with passing an exam to obtain a license to drive a car. According to the head of the HRC, “if a dog is dangerous, then, probably, there should be approximately the same kind of exams, a person must prove that he has the opportunity to safely own this dog for citizens.” “If a person wants to have a serious dog at home, then he must pass all the courses, professionals must understand whether he can manage this dog, whether he is a responsible owner, give some kind of appropriate certificate,” he explained to TASS.
Valery Fadeev specified that it is necessary to discuss this problem with cynologists and zoologists. “A very serious discussion is needed here: is it possible for irresponsible people, non-professionals, to keep fighting dogs? Or only on a chain can there be such dogs somewhere in a country house? This is what we need to talk about,” the head of the HRC is convinced.
