Chairman of the Presidential Council for Human Rights (HRC) Valery Fadeev sent a letter to the head of the RF Ministry of Defense Sergei Shoigu with a request to urgently resolve the problems associated with partial mobilization.

Fadeev, whose words are quoted by the HRC’s official telegram channel, demands strict adherence to the draft rules. “The first days of partial mobilization showed that military commissariats often proceed from the logic of the “stick system”, formally referring to the formation of a mobilization contingent,” the human rights activist writes. According to him, people are being called up “without a military specialty and combat experience that are not suitable for their age,” while at the same time they are refusing “to accept volunteers due to the fact that the military registration and enlistment office “has already fulfilled the plan.”

Fadeev noted that the military commissariats may have outdated bases, for this reason “every person must be worked carefully, and not for a plan.”

The chairman of the HRC also believes that it is necessary to clarify once again who is called up, to widely disseminate instructions for recruits on what they need to take with them.

According to him, “causes dissatisfaction and the style of work.”

Fadeev said that the “reservation” should not apply to all IT specialists, but only to those who work with military and dual-use technologies, and also ensure the operation of critical information infrastructure and backbone companies.

He called another serious problem “the presence of groups of citizens who turned out to be close to the categories that have a deferment from mobilization, but are not included in them and find themselves in the” gray zone “of the legislation.”

Namely, parents and guardians of disabled children “in need of constant outside care, including in the presence of other persons obliged to support them by law”, as well as persons who are not close relatives of seriously ill people or disabled people of group 1, but “actually caring for them.”

A deferment from mobilization, according to Fadeev, should also be provided to workers who cannot be quickly replaced at the workplace. Among them are social workers who provide assistance in the form of assisted living, teachers in rural schools, physicians of FAPs.

Fadeev informed Shoigu that the HRC is cooperating with the human rights ombudsman in the Russian Federation, Tatyana Moskalkova, whose colleagues in the regions of Russia are promptly working with disputable situations.
