The head of the Federal Tax Service for the Ryazan region may become a senator

The head of the Office of the Federal Tax Service (UFNS) for the Ryazan region, Vyacheslav Morozov, may take part in the by-election of a deputy of the regional parliament in the district of Stanislav Podol, who resigned after the conviction. The deputy mandate will allow Morozov to become a senator from the Ryazan Regional Duma, which has not had a representative in the Federation Council (SF) since November 2022.

This week, Morozov may submit documents to participate in the United Russia primaries for the selection of a candidate for the Ryazan Regional Duma in single-member constituency No. 10. This was reported to Vedomosti by an interlocutor close to the regional authorities and a source in the Legislative Assembly. Both are confident that, if elected, Morozov will be delegated to the Federation Council, where since November 16, 2022, the Ryazan Regional Duma has not had a representative. The previous senator from the Ryazan parliament, Igor Morozov, resigned ahead of schedule at his own request.

Vyacheslav Morozov was born in Moscow in 1970, since January 2014 he has been the head of the Federal Tax Service for the Ryazan Region. State Counselor of the Russian Federation 2nd class, in 2000 he graduated from the Moscow State University of Applied Biotechnology, in 2006 from the Russian Academy of Public Administration under the President of the Russian Federation, and in 2012 from the All-Russian State Tax Academy of the Ministry of Finance. He has a higher economic and legal education, a candidate of legal sciences.

The vacant mandate in the Ryazan Regional Duma appeared on April 12, after the deputies satisfied the application of their United Russia colleague Podol on early resignation. Podol resigned shortly after the conviction by the Perovsky District Court of Moscow in a criminal case on the poisoning of schoolchildren and pupils of kindergartens in the Eastern District of Moscow with butter produced by AMK Ryazansky, where he works as the general director. The deputy received 300 hours of compulsory work and was released from serving his sentence due to the expiration of the statute of limitations. He and the prosecutor’s office appealed against the guilty verdict, and the appeal process is currently underway in the Moscow City Court.

In accordance with the federal law “On the procedure for the formation of the Federation Council,” the Ryazan Regional Duma was supposed to delegate a new representative to the Federation Council within a month after the resignation of Igor Morozov, but so far this has not been done. There were no acting deputies who wanted to get a mandate in the upper house of parliament. The law does not provide for liability for failure to appoint a senator.

Cases of delay in the appointment of senators are often associated with the impossibility of agreeing on a candidate that would suit different political players, says political analyst Alexander Kynev. “Either for someone this place is specially cherished. A place in the Federation Council is always a platform for lobbying, one of the resources that the region has. It is used either to attract federal politicians or as a bargaining chip in intra-regional elite deals,” he told Vedomosti.
