The head of Khakassia Valentin Konovalov has finally started forming a government

Almost three months after winning the elections, the head of Khakassia Valentin Konovalov (Communist Party of the Russian Federation) finally began forming a government. On Wednesday, the Supreme Council of the Republic, headed by United Russia member Sergei Sokol, “went to meet him halfway” and agreed on the reappointment of four current vice-governors, as well as the Minister of Finance. The expert believes that by doing so, United Russia (UR), which controls the parliament, demonstrates that it does not seek conflict with the communist governor, but this does not mean that in the future it will not try to put the Cabinet under its control.
Valentin Konovalov was re-elected for a second term on September 10. His main rival was State Duma deputy from United Russia Sergei Sokol, but shortly before the vote he starred from the election due to health reasons. At the same time, Mr. Sokol remained the leader of the United Russia list in the elections to the Supreme Council, and after the election became his speaker, surrendering his mandate as a State Duma deputy. The communists did not interfere with his appointment to a new post, and Mr. Konovalov himself then stated that when forming a government he would consider the proposals of all parliamentary parties. He spent a month on this process.
Despite this promise, until recently all members of the Cabinet worked in an acting capacity (the head of government according to the republican constitution is the governor himself), and the first personnel issues were considered by deputies only on November 29. According to the regional law, the Supreme Council agrees to the appointment of the first and ordinary deputy heads of Khakassia (now Mr. Konovalov has four of them and two positions are vacant), as well as the Minister of Finance.
Deputies unanimously approved the post of first deputy governor Tatyana Kurbatova (heads the apparatus of the head and government of Khakassia), deputies Yulia Ismagilova (permanent representative of the region in Moscow), Yuri Kurlaev (oversees the life support sector, industry and construction) and Mikhail Pobyzakov (social sphere), as well as the Minister of Finance Igor Tuguzhekov. All of them worked in the same positions in the previous government. Of the current deputies in the status of and. O. only left Sergey Komarov, responsible for economic development and national projects. Valentin Konovalov assured that he “will remain on the team.”
The unanimous support of the candidates proposed by the communist, including from United Russia, which has the majority of mandates, does not mean that there are no complaints against them, the deputies made it clear. “We met the head halfway in appointing all those who are his deputies. We have a large number of problems that need to be solved. The executive branch has something to do,” emphasized Sergei Sokol.
The leader of the Communist Party of the Russian Federation faction, Valery Starostin, told Kommersant that the faction had a “heated discussion” and even “inconvenient questions” about the candidates proposed by the head of Khakassia.
The communist did not specify what these questions boiled down to, adding only that the officials were well known to the deputies.
On the evening of November 29, during a direct line, Valentin Konovalov said that the process of forming a government is far from complete: “Next, appointments will be made to ministries. In general, I plan to complete the main package of appointments by the end of the year. Some will happen later, because we are really changing the structure of the government, in some places fulfilling instructions from the federal center, in others in order to increase work efficiency.” We are talking, in particular, about the creation of a new Ministry of Housing and Communal Services and Energy. Currently, the housing and communal services sector is under the jurisdiction of the Ministry of Construction and Housing and Communal Services, and the energy sector is supervised by the State Committee for Energy and Tariff Regulation. In addition, a Ministry of Youth Policy and Social Development will appear.
Mr. Konovalov promised that the full composition of the ministries and their leaders will become known by the end of February next year.
Political scientist Rostislav Turovsky considers the approval of Valentin Konovalov’s deputies a formal decision that allowed United Russia to emphasize its reluctance to open confrontation with the head of the republic. “In the regions as a whole, candidates of this level are rarely rejected if approval is provided. For United Russia, the issue of control over the work of the government is more important, and there will still be complaints along this line,” the expert suggests.
